As long as Bill Barr just ignores him, as if he has no affect on the job he has to do, then the perception of being swayed by the statements of the President has plausible deniability.
So who else in the administration should just ignore presidential directives? Barr alone? Or other cabinet secretaries.

Well now I see your mistake, you believe it was a directive. In no way did President Trump direct AG Bill Barr what to do. He merely tweeted out his opinion regarding the issue to his twitter followers. Apparently Bill Barr saw it as a directive as well. Both of you are wrong, and obviously do not know President Trump, as well as, you think you know him. In no way was his tweet meant to be viewed as a directive to anyone, but rather what it was, his opinion on the case.
