White House extends national emergency on the southern border

President Donald Trump will extend his national emergency on the US-Mexico border for another year, according to a notice submitted to the Federal Register on Thursday (13 Feb 2020).

The notice comes nearly a year after Trump declared a national emergency in order to secure funding to build his signature wall. The move paved the way for Trump to unlock billions of dollars in federal funds to construct additional barriers on the southern border, bypassing Congress after lawmakers refused to meet his multi-billion-dollar fund request.

This is the first time the White House has renewed the emergency, which it plans to extend "beyond" February. The extension allows the administration to continue dipping into Pentagon funds, which the administration is continuing to rely upon to complete hundreds of miles of wall.

On Thursday, Defense Department officials notified lawmakers that the department would divert $3.83 billion from various Pentagon accounts to fund border wall construction, according to a congressional aide familiar with the funding.

This renewal of the Emergency Declaration, is likely being issued to free up billions more from Military Construction (MILCON) - beyond the $3.8 billion transferred today, from the Military's Counter-Narcotics account.

In total, about $7.2 billion will likely come from DoD this year (this month most likely).

That $7.2, plus the $3.6 billion from last year's MILCON, that was just freed up from judicial injunction, plus this year's new appropriation of $1.4 billion, equals over $12 billion to go on contract for border wall this year.

It is going to be YUGE!

Wasn’t the concensus estimate of building the border wall en toto around 20 billion?

If so this is well over half the entire amount needed for completetion.

Because of the dems, etc., it will be about $40B. That includes replacing the old crappy wall and actually building end to end. $20B covers all the high traffic areas and where they would shift to. Every mile makes border patrol’s job a significant bit easier.

Yes, that’s right.

There has been extensive analysis to design the best mix of capabilities to really control border since then.

The fifth day in office, President Trump issued Executive Order 13767, ordering DHS to build the wall, and develop a comprehensive plan to achieve full operational control of the border.

That plan has been painstakingly developed, and subject to extensive (including lots of hostile) review, to find any flaws. It came up with a price of $25 billion over five years, for about 1,100 specific miles of barrier, several thousand full time positions, and several technology programs. Barrier was the lion’s share of the cost, but the expert estimate of the cost for barrier needed would have to be be some few billions less than $25 billion, to pay for the other requirements.

When you look at the total that has been appropriated for barrier during the Trump Administration ($4.6 B), add what the President diverted from other accounts in 2019 ($6.2 B), and what he has identified for diversion this year ($7.4 B, which includes the $3.8 B released today). The total is already over $18 billion.

So the bottom line is that the President has effectively already funded the border wall that will do the job. Strategically, the war has been won.

It will take more than through 2021 (into early 2022) to finish construction of all that that money will buy, but they should be able to have all the money obligated on contract before the end of this year.

I never get tired of seeing that chart.

Next week’s update should include all the additional miles that this new $3.8 billion will build (maybe something like 200 more), in the pre-construction total.

And billions more dollars will likely drop soon, from this year’s Military Construction (MILCON) account, under the Emergency Declaration (which was just renewed today).

If you like watching the progress on the Wall, it is going to ramp up to an epic frenzy of activity through this year.

About $6 billion has been put on contract so far during the Trump Administration, and a good bit of that is just fixing to break ground.

About $12 billion will be going on contract this year. It is going to dwarf what we have seen so far.

To put it in perspective, this will be the biggest, strongest and most expensive non-military barrier in human history.

Of the 654 miles of barrier that was in place when President Trump took office, 221 miles has been assessed as suitably effective.

2/3rds has to be replaced.

Every mile of “Wall System” that they build, is designed with the mix of features needed (barrier, access road, cameras, lighting, alarms, sensors) to achieve full operational control of that segment, rather than just an un-quantified partial improvement. They are going for the whole ball game with these designs.

Top of the line stuff. Border Patrol is getting everything they wanted.
