I actually like Booker's Baby Bond idea, but it would have to be tweaked to apply only to disadvantaged families that suffer a bread winner's death or incapacitation. It should not apply just because you are poor because the LAZY will be encouraged. I also would set the money aside so that only the child may draw it for educational purposes, and only for educational institutions similar to the MGIB.

It cannot apply to women who can't keep their legs closed. I would be open to the idea of inmates that do good time.
