IIRC, Obama fired an entire group of US high up positions. Attorneys General? Ambassadors??? Something.
Zelinsky ran on an anti-corruption campaign. So there is a good chance that many of the previous ambassadors were part of the previous administrations corruption. The level of corruption in US government is much less.
