Even if he was the whistle blower..doesn’t make him immune or untouchable...whistle blower’s are mostly protected from getting fire at their job..that’s about it.

Ciaramella may be a co-conspirator, but he must be the whistleblower because Roberts wouldn’t read the question with his name in it. That question didn’t reveal that he was the whistleblower, but merely mentioned his name in connection with Sean Misko, who works on Schiff’s committee.
