They aren’t going to test anymore people is the way it sounds. Must cost too much to test all 3700. They still must remain in quarantine though.

No, the death rate is higher. You do not count numbers of cases to deaths....you count the people who went through the whole cycle(recovered) to deaths.
Yep - I knew it was bad when they said 10 positive out of 31 tested.
