It did not even seem to me like the President saw Pelosi’s hand. He gave the papers to her and turned right away. He also didn’t shake Pence’s hand—was he snubbing Pence?

Being as VP Pence is a member of the Executive branch I doubt if protocol calls for shaking his hand.
As Nasty Pelosi is the ranking member of the House and, by protocol, the host of the evening shaking her hand would definitely be called for.
