How can the President hijack foreign policy when it is the prerogative of the President to determine foreign policy? As for "smearing a prospective political opponent", do you mean like Hillary and the DNC commissioning the fake dossier from a British spy and Russian operatives to smear her prospective 2016 political opponent?

False again. The aid was in fact distributed within the fiscal year with in which it was mandated.

More falsehoods - the "favor" was in relation to the investigation into Crowdstrike. The accusations against Joe Biden were and are hardly groundless and given it was being widely discussed and reported just before the call took place, it only stands to reason it would be mentioned - hardly controversial. After it was learned Trump breached the subject in the call, it is remarkable how news organizations cannot recall even their own reporting in order to call it "groundless."
In other words, he hijacked national security and foreign policy to induce Ukraine to take actions to smear a prospective political opponent. He abused the power of his office to benefit himself personally. Then, as the second article of impeachment makes clear, he sought to stonewall the investigation by refusing to release documents and ordering his subordinates not to testify in the House inquiry.
No, more like, in other words, the LA Times Editorial Board is stupid, clueless, or dishonest, or a combination thereof, since reality and fact have no resemblance to anything written in this editorial.
