Yet Dutae allows tourists from China without restrictions. Note the ban is only for outward travel? Chinese continue to stream into Davao and Cebu. The Cebu governor and Cebu mayor wanted a ban of Chinese. They were overruled by Dutae. Can’t upset Winnie Xi Pooh.
