Oh yeah, Nancy Pelosi invented the practice... *eyeroll* The ceremony for the important piece of legislation (and treaty) was like most such ceremonies with multiple pens used by the President to hand out.

Just like Obama did and Bush did and Clinton did and Bush did and Reagan did and Carter did and Ford did...

Pelosi was merely mocking the American people when she did her stunt. At a whopping $9k a pen (vs the still expensive but much more moderate $150-$200 pens handed out at White House signing ceremonies.)
