There used to be laws against loitering, panhandling, and vagrancy. I’m guessing those were deemed “mean” or “racist” or something.
loitering, panhandling, and vagrancy are a career choice in Ca.
Some of those were overturned by SCOTUS, I believe in the late 1960s or 1970s.
