If Biden is holding elected office at the Federal level, could he even be arrested for a crime in another country, much less tried in that country’s court system.

What would this have to do with the 11A? The eleventh simply says that a State cannot be sued by citizens of other States, or foreign citizens. This case doesn't involve any of these US States at all.
