I can see situations where a handcuffed person can present an immediate and severe threat to others.

The deceased supposedly was in the front seat according to first accounts but I have heavy distrust of the proffered narrative.
Someone above in thread said that it was later disproven, but I didn’t see it myself.

Absolutely they can- handcuffed doesn’t mean disabled- some peopel can very very quickly slip their handcuffed hands from behind them to in front of them- and it could very well be the man tried to strangle the policeman- there just isn’t enough info to make a determination as to what occurred- more info needed- People wacked out on PCP or some other drug like that become incredibly strong and unpredictable- and it often takes several police to restrain someone like that- even small folks
The audio and video for the back seat/anything for the front seat will magically disappear.
If he’s properly handcuffed, hands in back and cuffs double locked, the chances of this are pretty limited. So the question is, was he properly secured?
