Any proof of this? My experience in Illinois, which was mostly in areas with heavy non-citizen population, is that political patronage employees and contractors voted in the name of others who they guessed would not show up and vote. They voted mostly in the name of movers. But occasionally the name of a dead person or non-citizen was used.
Heritage is not taken seriously by those who know vote fraud because the do not understand what actually happens.
Heritage needs to go after political patronage, usually a local form of the deep state.
