Its entirely possible both are correct, General Zwick was his CO and Hickman his boss who dealt with him directly. If Vindman was reprimanded for his remarks in front of Russian soldiers, as seems to be the case, Zwacks defense of him sidesteps that issue. That doesnt refute it.
Pretty sure Blackburn is not right militarily speaking. She called Hickman the Commmanding Officer.

This could have been avoided if she used the proper titles.
Then you can get to the meat and potatoes of the accusation instead of it being confused with the false claim Hickman was the CO
