Based on what? Confirming Judges are a basic function any Majority Leader delivers to a POTUS of the same party.
Was Obamacare repealed? Nope. Permanent personal tax cuts? Nope. Wall funding? Nope. Obama Iran deal greased? Yep.
There is a much stronger case that McConnell has been the least effective Majority Leader in modern times. At this very moment he is unable to whip votes to dismiss Stalinist impeachment articles in support of a GOP POTUS under seditious assault. How pathetic is that?
In hindsight it was wrong of the Senate majority not to institute the Pelosi Rule - which I now propose, and name after the politician who famously argued that non-bipartisan impeachment would damage the country.My proposed "Pelosi Rule would require at least 55 (perhaps 60) votes for the Senate to take up an impeachment from the House. After all, it takes 67 senate votes to convict - if there is absolutely no prospect of a conviction in the Senate - there is no virtue in wasting the time of the Chief Justice of SCOTUS. Let alone the that of the entire Senate.
