Doesn’t Seattle have strict gun laws?

Of course it does - for residents who obey the law. Outlaws don't follow the law, which is why they are called outlaws and given special consideration in today's legal system - just poor misunderstood utes.

If you look up the etymology, an outlaw was "A criminal who is excluded from normal legal rights; one who can be killed at will without legal penalty".

Perhaps we could benefit from bringing the concept back, that once you accumulated a certain number of criminal conviction "points", you were outlaw, and if anyone killed you, he was assumed to have been justified and could not be penalized.
