Russia did take over Crimea during the Obama administration. Ukraine asked Obama for military help and got blankets and meals. It was the giving up of their nuclear weapons that happened during the Bush1 and Clinton administrations.
That Republican politicians and pundits have not made this well known to all Americans show how weak they are.

Ah, okay. Now I see. But still, American policy was to render military aid. Soetoro failed to faithfully execute that policy.
Trump eventually did provide the aid within the allotted time frame.
