Historical note. The rule established in the 1868 Andrew Johnson impeachment allowed only water. In !958, during a judicial impeachment, Senator Everett Dirksen, then the "old man" of the Senate, was heard to opine he’d sure like to have a tall glass of milk. So, a hiatus in the proceedings were immediately called, and on a 95 to one abstention (Dirksen), there being on 96 Senators in 1958, the rules were changed to allow either water or "a tall glass of milk" during impeachment" trials.
