He didn’t stop the funds, he delayed them from the Ukraine receiving them.
The Impoundment Act, but if these were funds released on quarterly apportionment and the funds were released in their designated quarter, then there was no illegal holding.

Funds authorized by Congress must be delivered to recipient within a certain time frame. In the case of Ukraine the aid was sent within the time frame.
Should the President believe the funds should either not be sent or they should be held pending an investigation he must go back to the Congress for authorization to delay or cancel the aid.
