Consider the following hypothetical situation: Congress allocates funds to Cuba (or Iran or Venezuela). The president says that is inconsistent with his foreign policy and refuses to release the funds.
If he didn't agree with the policy he shouldn't have signed the Appropriations Act into law.
Once he signs it, if circumstances or policy changes there's a process to go back to Congress and request a rescission of the funds.
He can't just change the provisions of spending bills on his own.
What the hell are you saying? Why would Trump hesitate to sign the law, but then have to worry somehow about withholding funds? He had just observed Obama do it seven times.
Are you really this much of an idiot? Quit kissing the rear ends of the Democrats in their efforts to impeach President Trump, semimojo. You make it so obvious you are a shill for every idiotic idea they raise on their flagpole. READ THE LINKED ARTICLE TO UNDERSTAND THE CONSTITUTIONAL BASIS FOR THE PRESIDENTIAL POWER OVER FOREIGN AFFAIRS WHICH MEANS THE PRESIDENT DOES NOT NEED TO ASK CONGRESS PERMISSION!
Of course, Dershowitzs point is exactly the facts Ive been telling you for weeks, which youve been ignoring. So I expect youll continue spreading your anti-constitution tripe and lies.
