Snooping will continue to the extent technology and practical considerations allow. Consider that the so-called "abuse" is looking at data that has already been collected. The rationale is that if they collect it, but don't look at it, it isn't snooping.
FISA exists mostly to BE a sham. It never was a serious "snoop control" system. It was a narrative control, public perception control effort. Even now we have congresspeople all huffy about protecting privacy, and "if they can do this to carter Page" nonsense. Well, they can, and the law was never and never will be a deterrent. It's naive to think laws control lawless people.
And the government has long demonstrated, by its actions, contempt for our "federal government has limited powers" constitution.
