Absolutely, categorically incorrect unless, of course, you are speaking of only during your perhaps relatively short lifetime.

Don't just take my word for it, consider why folks for the last 50 years to just recently were willing to pay more than top dollar to live and work there.

No. I moved there in the early 70s and it was actually a nice, clean city where you could raise a family and be safe. The problems were constrained by the City Fathers and the police to the Tenderloin, the Western Addition, and a bit of the Mission districts. Elsewhere it was clean, safe, fun and everything worked.

I often visited San Francisco back in the seventies-eighties. It was a great city. Unique atmosphere for America. That was long ago, but it definitely was not a hellhole then.
