If they can frame their need as a national security interest of ours, that makes sense. At least they are paying something for it now.
Back in biblical times this would be characterized as the US invading SA and demanding that they pay tribute. Bst of all, they are inviting us to do it.
We can couch it in all the nice modern terms we want — “projecting power” and providing protection, but every single country we send troops to should be paying us tribute. Start with Germany, Japan, and South Korea.
And if anyone balks, those troops can turn into bill collectors on very short notice.
But if they're paying for the troops then don't they have a say on whether they get pulled out or not?

The main problem (which is discussed no where on this the thread) is the use of US troops as mercenary security for other nations. This is a perversion of the “peace through strength” mantra. It’s a Neo-Cons wet dream as it lends justification to send our citizens around the world and engage in conflicts in all corners of the planet. Trump needs to end this practice not exacerbate it.
During the Obama years the United States wasn’t paid for troops in the ME... people like the Clinton’s and the rest of the ‘deep state thugs were ‘paid’ in the form of book deals, outrageous ‘speakers fees’ and other “legal” graft.
Trump’s saying ‘If we’re here protecting your hellhole you’ll pay THE AMERICAN PEOPLE for the privilege ...until I can pull us out of these endless wars...

That depends on how the compensation is arranged.
Either their presence is on an unspecified basis and we can leave any time but the compensation would end or they are there for a specified term and we can not renew it and come home when it ends.
I think they are there for an unspecified length of time.
