Stiff penalties that can be selectively applied--according to whether or not they like you.
At Stinson Beach, where I used to live, there are signs all over the place saying "No dogs allowed." I have never seen so many dogs in one place.
California people love to pass laws. Once passed, the problem is considered remedied. Never mind if the laws are never enforced; the problem's considered solved anyway..
And the tyrannical particularly love lots of laws--the more, the better. If there are too many to enforce, the tyrants can enforce them selectively, something that the tyrannical particularly love to do.
BTW, Santa Cruz passed a law a few years ago outlawing hate. How's that working out?

Yep, it is real and can even cause earthquakes. They made them pump water back down to support the land mass when they used to pump oil out of there. The concept has been understood for years and years. But that doesn’t matter. What is important is that they exercise proper OCD “look good” auto hygiene and wash their cars three or more times a week... Take three or more showers a day... Etc... The important things...

in 2022 the limit is 55 gallons a day, and in 2023 it drops to 50 gallons a day.
An 8 min. shower takes about 17 gallons, and a typical load of laundry can take 40 gallons. You would already be over the limit. Of course, you could take a shorter shower.
Perhaps this issue is that it isn’t individual citizens who will have to pay that $10K fine...that is the water district that fails to enforce it.
So the question is...who will enforce it and how will it be enforced?

Good God, the bureaucracy. I went to look up the text of the law, and a San Diego News article about it states:
In a statement issued Thursday, the Association of California Water Agencies shared clarifying information about water-use targets set forth by California Senate Bill 606 (Hertzberg) and Assembly Bill 1668 (Friedman), which was signed into effect in May 2018.
The association says there are no statewide laws that require households to meet specific water-use targets. Targets will be set for entire service areas and will go into effect in 2023. Water agencies are responsible for calculating a water-use standard for their entire service area each year.
Although 55 gallons of water per person per day is one of several elements used to calculate the overall efficiency standard service areas, it wasnt intended to be the enforceable standard, the association says.
Lastly, they say State Water Control Board fines for agencies that dont meet the standard are paid for by the agencies, not the ratepayers.
At that very last line "...State Water Control Board fines for agencies that dont meet the standard are paid for by the agencies, not the ratepayers..." the only thing that popped into my mind was:
