Sen. Lindsey Graham (R-S.C.) said on Sunday that he is mulling rule changes in an effort to quickly start the Senate impeachment trial of President Trump without the articles that Speaker Nancy Pelosi (D-Calif.) is withholding from the upper chamber
Graham told Fox News’s “Sunday Morning Futures” that he would work with Senate Majority Leader Mitch McConnell (R-Ky.) to change the chamber's rules if the articles are not sent this week.
“What I would do if she continues to refuse to send the articles as required by the Constitution, I would work with Sen. McConnell to change the rules of the Senate to start the trial without her if necessary,” he said.
The South Carolina senator accused Pelosi of a "political stunt" meant to “extort...a trial to her liking.”
“If we don’t get the articles this week, then we need to take matters in our own hands and change the rules, deem them to be delivered to the Senate, so we can start the trial, invite the House over to participate if they would like. If they don’t come, dismiss the case and get on with governing the country,” Graham said.

The Senate is not “without the Articles”.
They have passed the House and been published in their Journal, and as such are public record.
Senate! Do your duty!
No rule change needed. They were published.
Instead, why not insert an Ex-Post Facto rule that give the House 1 hour after the vote to walk the Articles of Impeachment 73 feet to the Senate or the Articles are null and void.
Since they didn’t follow the rules, declare it null
Yes, this has been mentioned before. And the Senate is well wihin their authority to change the rules of the Senate,
They can dismiss for failure to prosecute. Impeachment is not a plaything, it is an action meant to prevent harm to the nation.
They can also file a resolution in the Congressional record that the impeachment vote by the House is rendered null and void for lack of prosecution. That means President Trump will not have history say he was impeached. He’s not impeached, he’s voted for impeachment and that vote will be nullified by the Senate. Any impeachment filings will be stricken from the record.
Have the Senate review the publicly available articles of impeachment and vote to dismiss them with prejudice.
That way, if TraitorNancy ever submits the House article of impeachment, the Senate will already have voted not to accepted them. The House will have to come up with different (but just as rediculous) articles of impeachment.

It seems obvious to me that Trump wants to stand in the Senate and answer the faux charges on live TV.
As President, Trump can declassify ANYTHING in real-time. Can you imagine what he would reveal, under oath, on TV with the world watching.
If the Senate holds the trial without the house sending articles over the MSM will deem it a farce and refuse to air a single second of Trump’s testimony....thus the impact will be reduced.
Somehow it must be engineered so that Trump gets his hours of testimony on live TV...it will be interesting to see how he WILL accomplish it.
The cunning Piglosi is playing a waiting game...her strategy is to get the courts to give her:

<><> all the Mueller Grand Jury raw transcripts (see above)
<><> Mulvaney and other’s testimony
These items are all currently before the courts....ergo, if Piglosi can delay acquittal or dismissal until they decide...... she will get all three.
She even sent out her own witness, Harvard Trump hater Noah Feldman, to trick Republicans.....
mouthing the made-up theory that there’s no impeachment until she mails the letter.
NB: If McConnell acquits or dismisses before the courts rule she will get nothing.

There is no such constitutional requirement whatsoever.
The House has impeached, by vote of the full House. It’s done.
Now it’s the Senate’s turn, to be conducted by Senate rules, whatever the Senate decides them to be by majority vote.
I like the idea of taking the articles up, and dismissing them with prejudice, with a Senate rule specifying that articles dismissed with prejudice cannot be resubmitted (as in any court case.) Otherwise, Pelosi will try piling on, which is what she’s hoping for now...something to add to the current steaming pile of _____.
She can just impeach him again though.

His MO is to throw red meat with Media pontifications, and then do what Feinstein wants when he gets back into the Senate.
Graham believes the Senate, as an Institution, is the most important thing on earth.
The Senate must stick together, the other side must trust me, Senate rules must be preserved.

LOL. Nancy should be good with this, because she has deemed legislation to be passed sometimes. So she should be ok with the Senate “deeming” the House impeachment to be officially concluded, and ready for the Senate trial.
