What LAW limits delays to 45 days?

They are obfuscating a law that says that Congress has 45 days to act "yea" or "nay" on a request the president sends them to rescind a spending authorization after they receive it.

". . . upon which the Congress completes action before the end of the first period of 45 calendar days of continuous session of the Congress after the date on which the President’s message is received by the Congress;" — 2 U.S. Code § 682.(3)

It’s a 45 day time limit on them, not on POTUS! it starts only AFTER POTUS decides he wants to cancel the spending and needs Congress’ permission. It’s not about any temporary hold. That’s the Dem’s current lie. They are confabulating that temporarily holding the funding is the same as permanently cancelling the funding. It’s not. . . but it must be good enough for government work.

Incidentally, an impoundment of funds, which is what a hold is, can only generate a “Resolution of Disapproval” from the House of Representatives, an act with no teeth, a "Tsk, Tsk.". The President is supposed to notify them about such impoundments, but I think when it involves Foreign Affairs, he’s Constitutionally well within his powers to ignore that.
