I had the same reaction, but then I re-read it and noticed the scare quotes. The author is being too cute by half with that sentence, but he's only puzzling his readers.

I'm sure a lot of people quit reading at that exact point.

When you read it context it really is a schizophrenic point. Using the scare may be Clever by half there’s nothing clever about confusing readers.

Doesn't have to be a foreign government running them as long as the Federal Government ignores their own laws and regulations and lets them run wild. Rogues are rogues whether individuals or state governments.
