I don’t get the impression that he masterminded this, but is guilty of ignoring what he was part of.
Hunter is too dumb to mastermind pouring the milk on his Cheerios in the morning. But he most certainly knew that this deal was not okay.
He has a solid record of blatantly corrupt, politically enitiled behavior. He thought this was just going to be another cool deal, thanks to Daddy.
