Hard to blame Trump when the economy is roaring and he keeps offering to help and the dem governors tell him to buzz off.

He doesn't need a plan because the dems will never ask for his help. First, they can't admit that they've failed and second, they won't take the chance that Trump actually succeeds and gets a win while making them look incompetent. They don't actually care about the homeless.

He may have one, or he might be bluffing. we'll never see which though for that reason.
