I think the guy may have been a conservative at one time and than during the obamacare fiasco was compromised. Just a guess but its only a conspiracy (until its not.)
DNA would tell the tale.
Ihave never heard or seen 40. 31% is the highest I have seen. If you half that on the
“conservative side”
you still get 16%. If that’s doable the rats are dead meat.
I’m not good at doing/judging that. But, whomever had the idea for DNA sounds good.

The provocative Donald Trump certainly seems to be disliked by a majority of African-American professional athletes, cable news hosts, academics and the Black Congressional caucus. Yet there are subtle but increasing indications that his approval among other African-Americans may be reaching historic highs for a modern Republican president.
Some polls have indicated that Trump’s approval rating among black voters is close to 20 percent. That is far higher than the 8 percent of the African-American vote that Trump received on Election Day 2016.
A recent, admittedly controversial Rasmussen Reports poll showed African-American approval of Trump at 36 percent.
Even 20 percent African-American support for Trump would all but dismantle Democratic Party presidential hopes for 2020. Hillary Clinton lost the 2016 election with 88 percent of the black vote. That was about a six-point falloff from Barack Obama’s share of the black vote in 2012.

Three new polls indicate that President Trumps approval rating among black voters has quadrupled since 2016. Emerson and Rasmussen have Trump polling at 34%, while the Marist poll shows Trump enjoying a 33% approval among black voters.
This is significant because President Trump won the electoral college in a landslide in 2016 despite scoring just 8% approval from black voters. If Trump can get even half the figure among black voters that hes getting now in these polls, he will easily win reelection in 2020.

Marist: 33%
Republican strategist Deneen Borelli tweeted: Rasmussen Poll tracking poll finds Donald Trumps total black approval at 34%. Democrats worst nightmare. Boom.
Roberts even goofed around with the citizenship question in the 2020 census, preventing Trump administration from asking it on the census.
The is a highly relevant question, and Roberts torpedoed it.
