Well to be fair, let’s look at the cock ups that President Trump has made with his own administration. Many if not most of his appointees in the Executive Branch have been failures. So maybe Congress feels they have good reasons to avoid his recess appointments.

That's because mcconnell will only confirm people that he pre approves. Trump has not been allowed to choose his own cabinet. Same with judges, Trump has to pick them from mcconnell's pre approved list. Fortunately, there is overlap between what Trump wants and mcconnell's list when it comes to judges.
