Some people need to go to jail with no plea bargains granted. That's the whole point of the apology, same as Comey's apology yesterday. They are trying to avoid the jail time that is owed them.

We have tried to reform the proceedings. Senator Lee, Republican, Senator Leahy, Democrat, myself, and others have been pushing for FISA reform. We couldn’t get the Republicans to join us in that effort. What a weasel. It's the Republicans' fault that Democrats abused the FISA system?
Even when he tries to do the right thing, that little demon voice in his head won't let him.
