Spying does not exist in government. There is only surveillance of various types.

This is dancing on the head of a pin.

If you told someone that you placed a person to gather information among a group, they would say that is spying....your gov’t calls it surveillance.

Not really. If you do that. You are plainly committing a crime.

If you observe someone or someone’s communications secretly, you are spying. That holds true whether or not the spying is justified.

The whole point of getting a FISA warrant was to get authorization for spying. If they weren’t going to spy, they didn’t need a FISA warrant.
