I believe Horowitz also made a clarification to DiFi, the finding on bias pertains only to the opening of the investigation...

He also says that the predicate standard for opening an investigation like Crossire Hurricane is ridiculously low. In fact it's so ridiculously low that it's difficult to determine bias because the standard is so low. This is why the FISA warrants are different, they have a much higher standard.
I hope someone asked why the FBI was pushing for the Dossier crap to be included into the intel briefing....

to a dossier relied on for a FISA warrant would have been vetted as to origin and who commisioned it..
that would show a clear political tie in ( DNC - Clinton campaign ) and to me a bias if relied upon and that key fact omitted.

Horowitz is basically saying that the MAIN reason you can't prove bias for opening Crossfire Hurricane is because the standard is so low and because the people at the FBI have such broad discretion. Basically they can open such an investigation under the flimsiest of circumstances, so how do you prove bias in that case without a smoking gun?
That's certainly how it's unfolding. Though I understand Page tried to make this clear all along.
