Well Trump put him in that job in August, 2017 and he has been there for three years.
Any remedial steps taken now should have been taken within his first 60 days on the job. He knows the problems. He should have dealt with them and then informed the public. The FBI must regain the trust of the nation in order to become the top law enforcement agency they once had.
