They did, then re-joined in 2009

NATO is mostly a treaty that assures successful economic cooperation between it’s member states by maintaining a strong military alliance to safeguard against the Soviet Union. You can’t really have one without the other. That’s what Trump has been pointing out... Since the collapse of the Soviet Union, the European members have been reaping the benefits of economic success while at the same time shirking on their financial obligations to the military commitment.
France was benefiting economically while shirking responsibilities to fund the military component... I’m guessing... I’m sure it was more complex than that. After all, France does have a carrier or two, modern equipment, etc. Who knows?
