The IG report will flesh out all the mistakes made by the Deep State and will recommend some things be further investigated for crimes. Barr and Durham already know what those are and have been conducting their criminal investigation supporting the report. I believe the IG report can refer potential crimes to the DoJ, but cannot investigate crimes, nor compel people to testify.

That is correct. But neither can the FBI nor any other federal investigative agency. Only the US Attorney General and his subordinate offices can indict.

Yes, his is why there should have been several special counsels like Mueller to investigate. All we will instead get is hand wringing.

There should be some criminal referrals but the IG investigation is limited to interviewing federal employees.
A good number of people and most of the top National Security Division (NSD) has been fired or resigned and they are the people who are intimate to the Brennan coup efforts.
There’s a lot of overlap with US Attorney John Dowd which explains some of the delay in the FISA Abuse Report’s completion.
