The IG report will flesh out all the mistakes made by the Deep State and will recommend some things be further investigated for crimes. Barr and Durham already know what those are and have been conducting their criminal investigation supporting the report. I believe the IG report can refer potential crimes to the DoJ, but cannot investigate crimes, nor compel people to testify.
He’s already referred people for indictment (McCabe et. al.), and they have been indicted. The DOJ is squeezing them as they seek to see how wide, deep (and high!) these crimes go. It takes time.

They can only compel people to testify who are currently employed by the government.
