Please see post #17. I agree; the cartels basically run and own Mexico in every way that counts. All built on drug, smuggling, hostage, and terrorist intimidation money. Take away their ability to move drugs into America (not easy) and smuggle humans (somewhat easier if the political will is there) and it cripples the cartels. In time their vast resources of money will dwindle making them less potent. When their street soldiers don't get paid and can't live the high life they've become accustomed to; they will desert the cartels. The key is to take away their income.
