Yes, they should. There has been a total collapse of accountability in service oriented projects that we taxpayers are footing the bill and not getting the national defense we have been paying for. I say cut the defense budget by half and we could still get what we need.
Sadly, no. We now need crash programs to fix the neglect of the past two admins - like our lack of frigates. We do need smarter spending and way more accountability.
