Spencer was a paper pusher. He spent 5 years on active duty in the Marines when he was in his 20s and then spent the next 15 years on Wall Street, bouncing around through most of the large brokerage firms.

I hope he is replaced by a career Navy or Marine officer.

Spencer served on the Defense Business Board, a Pentagon advisory panel, from 2009 to 2015 and on the Chief of Naval Operations Executive Panel.

He was under Bammy. Seems Swampy.

There was some kerfluffle about the Defense budget at the end of his time on the Defense Business Board.
