Using one of those “Printers’ can also produce parts to a gun. How would they regulate that? Maybe there are particular materials that are only used to manufacture gun parts, and these materials or compounds can be somewhat controlled.
I don’t know. I have no idea how to construct a working gun,
but many people do know, and have since they were kids.
They can regulate or outlaw some activities, but they cannot really physically control them. Firearms can be made the old fashioned way with steel and other materials along with a few cheap machine tools. They can even be made with hand tools. Receivers for ARs have been made from aluminum, wood and other odd materials.
It was illegal for the 16-year-old killer in the case being discussed to possess the firearm without adult supervision. And if I remember correctly, it was illegal for him to purchase ammunition in California. Maybe someone in California can tell us about the requirement there for buying ammunition. Is an ID required? California laws have been changing pretty fast.
You have to have a background check to purchase ammunition in California now.

And if I remember correctly, there was a federal law requiring a minor to either have a note from a parent in order to possess a handgun or to have a parent present. There was an exception for agricultural use or something like that.
The evil gun industry. Next on the list of organized criminal operations. Which includes anyone who manufactures or sells guns. Then everyone will just make their own, except that’s illegal too.

My guess is that he took it from his deceased dad’s collection, and did not buy anything himself.

The tools necessary are very common. You probably have them in your own garage. If not, you can buy them at Home Depot for a hundred bucks.
A note from a parent? I’m not doubting you but that sounds crazy to the point of ridiculous.
