If it is like the IRS scandal it will be more to the end of the country that was formed so well years ago.

Technically we are still at war with North Korea but it is defined as a police action. No war has been declared by Congress and I doubt it ever will be unless maybe we suffer a Nuclear attack and then only if Republicans controls both Houses.
So I can expect Hillary to be publicly indicted any day now. Yeah, sure we can.
We are at war from that time. We are implementing war policy and footing since that time that have not been relaxed. There is a Congressional resolution still in effect that allows the POTUS to use force as he sees necessary to deal with terrorism. This is asymmetric warfare which is different to what you are inferring but it is still a state of war.
You and I are in agreement on our current state of war, but we are not under a legal state of war declare by Congress and that has legal ramifications.
Besides Iran has declared war on us. we just haven't reciprocated. But if the President asked Congress to declare War on Iran what do you think the response would be?
It’s legal trust me. The asymmetric nature of the conflict and the current ongoing resolution to execute the conflict are legitimate legally. Discussed this many times with folks. It’s all we need to make our case. There are also other factors which I don’t want to articulate at this time will also make our case.
