A POTUS does not have a sitdown with counsel and communication people while delaying an appearance for good news. Good news can be discussed on AF1. You don’t need counsel to come to an unscheduled Oval Office mtg with the AG for good news.

Rudy was acting as the President’s appointed emissary (even as he was publicly stating he was his private attorney- which may, or may not even be, true, for the sake of the public press needing to believe it.)
