I still think that "and for any Speech or Debate in either House, they shall not be questioned in any other Place" means that Schiff is immune from being called to appear before the Senate for actions he took in the House. Schiff may be immune from giving testimony, but the Senate could easily give him an option to waive the immunity: Testify, or your case is summarily dismissed.

Testify, or your case is summarily dismissed. I'd love to see that happen, but I don't think that Graham has it in him to bluff like that.
I say "bluff" because I doubt that the Senate has the votes to go through with a summary dismissal.
