Gov is rather unique — High positions come and go at whim of the public and changing ruling party. So, every newby must rely on existing staffers, a lot.

So, do we need term limits for staffers?

We need to divide up who we call ‘government workers’. People who work for the Postal Service, for example, should be looked at differently than those who work in the offices of Senators and Congress-its. Those types of staffer positions should most definitely be only for the term of the office holder - then out to the private sector to find a job. ‘Civil service’ is neither civil or a service.
