That was during the reign of Bush Jr The Magnificent, who never once reversed a single bad Democrat progressive policy, and managed to add his own.
I’m pretty sure that putting women in combat zones started with Slick Willy. Clinton and Bush Jr got around any prohibitions against it by playing word games.
It goes back further then Slick Willy, the first public big proponent of that with congressional clout was a Colorado Rat congresswoman. (I forget her name!) I believe she chaired the House defense committee for a number of years. I just remember she had this smirk whenever some old general\admiral would testify contrary to her wishes and a laugh that made nails on a blackboard musical.

you are right; though Obama was in full agreement with it...on one hand, I can see that when it comes to the everyday business of a functional military, men would like to have the company of women, as in workplaces and colleges; on the other hand, if placing the childbearing segment of the populace into armed conflict were a good idea, it would have been done so already, long ago...
It was a policy change from 2015 that opened every job in the military to women and DoD began to force elite military training units to pass women, such at the first women to be GIVEN Army Ranger tabs, I refuse to call those women Army Rangers........ (Jessica Lynch was a truck driver. Support jobs have been open to women for years)
