No they are only part of the equation. Remember in mil ops there is always redundancy. You only see one part. Also there are things such as decoys. Think on this.

Probably more time is needed to set up a suicide in the Los Angeles jail. LA is still pretty new to this stuff and do not have the playbook for ordered suicides down pat, like the New York Police dept./Prison system does.
Give them time. They will learn.
