Otherwise, it is indeed an extra planetary force. Perhaps extra planetary, could also be extra dimensional (parallel dimensions, or timelines), extra temporal (deep past or deep future), spiritual (Good, bad, neutral)

Why else would they be allowed to operate within military airspace without being fired upon? Reports are that we lost a lot of pilots and planes when the rules of engagement were to shoot first.

That sentence contradicts itself. The Navy has NOT acknowledged UFOs. They have acknowledged UAPs. Is there a difference? You bet.
A UFO is generally thought of as something from another planet. Its an alien ship. A UAP is simply something that the Navy cannot - or will not - identify. A UAP could be some kids toy drone that wandering into government airspace.
